A Study On Coursing And Effects Of Rural Medical Financial Assistance

Along with the profound change of the rural economic system and the social life, great changes have taken place to rural living standards including the needs of health care, but the rural health insurance is far from meeting the changed needs from rural economic and social development and the health service of farmers. The serious recession and disaggregation of the former rural CMS in particular has made the Chinese farmers basically lose their primary health insurance ,leading to delayed treatment among a large number of ill farmer and adverse impact on poor farmers′living and production. As a result, poverty and reversion of poverty caused by illness in rural areas are very prevalent. Therefore, it is not only necessary, but also urgent to build up the rural MFA system.Medical Financial Assistance (MFA) is one of the HealthⅧProjects that the World Bank loan to China. The research is to evaluate the effects of Medical Financial Assistance to extremely poor rural residents. The purpose is to detect problems and sum up experience so as to provide policy advice and decision-making reference for improving the efficiency of current MFA system.In October, 2006, the researchers completed a sample survey of 399 rural households in the two project counties (Yushe and Zuoquan) in Shanxi Province. The researchers sampled MFA recipients and non-MFA recipients for statistical analysis.Firstly, the research analyzed the present medical situations of extremely poor rural residents, and find it necessary to put Medical Financial Assistance (MFA) into effect according to the poverty theory and health capital theory. Secondly, the research compared the main patterns of MFA from international and national aspects, then explained the patterns, contents and movements of MFA in China. Thirdly, the research evaluated the effects of MFA in Yushe and Zuoquan County, and find out the factors that influenced the effects of MFA. At last, the research put forward the proposals for sustainable development of MFA.Based on the processing of collected information and data, the research primarily focused on three issues. First, is the MFA project really aimed at the preset target groups? Second, to what extent has the MFA project boosted the ability of poverty population to make use of medical services? And third, to what extent has the MFA project alleviated the blow of disease burden on poor households'financial security?...
