The Study On The New Rural Cooperative Medical System

New rural cooperative medical system is one of the most important agriculture-beneficial policies which were constituted by the government in order to resolve the "three rural" issues and build a harmonious society. It is an important part of the implementation of the "building new socialistic villages" plan which was raised during the Fifth Plenary Session of the sixth decade. The key objective of this policy is to help farmers who suffer from severe diseases, alleviate their financial burden, and prevent the poverty due to illness. The government plays a significant role in new rural cooperative medical care, and the performance of this policy demonstrates the government's function in fulfilling social administration and public management. The government must realize its specific functions of service, responsibility and law, and ensure the accomplishment of the new rural cooperative medical system.The establishment and improvement of the new rural cooperative medical care system should learn from the experiences of the traditional cooperative medical care system. The new characteristics of the medical care system are new participation ways, new financing mechanisms, new level of coordination, the new emphasis of security, new management strategies, new operating structure, which makes the new rural cooperative medical care system more vibrant.The main problems and their causes of the new rural cooperative medical care system were analyzed, based on the review of domestic and oversea research progresses, and the summary of rural cooperative medical care. Four types of successful rural cooperative medical insurance were described and their instructions were summarized. Based on the sufficient analysis on the historical experiences and the present problems, a series of strategies for improving the new rural cooperative medical system are proposed in this article, including improving rural cooperative medical system and relevant law system, improving the administration of rural cooperative medical care, improving the financial mechanism of rural cooperative medical care, developing service mechanisms, and seeking the methods for increasing the participation and cooperation rate of rural cooperative medical care.
