The new rural cooperative medical scheme (CMS) is a rural social security system to solve the problems of rural people becoming or returning poverty because of serious illness, it play a role in the aspect of lightening the burden of rural people. In order to improve the new cooperative medical scheme, we carried out a survey in a town of Shantou City, Guangdong Province (the following referred to as the town) in December 2006, this survey involved 2063 people. For the outpatient service data is too big to collect, also the town does not carry on the compensation to the outpatient service before 2007, therefore only hospitalized compensation material has been collected.The survey includes: the participation number of rural people in the town, the information of financing,hospitalized personnel sociological characteristics and the total cost of a hospitalized person in each treatment period, the actual compensation, etc.This research has carried on the empirical analysis to the hospital reimbursement plans, which has run nearly two years since the town implemented the new rural cooperative medical scheme in January, 2007.The paper analyzes the reimbursement plan and the operational result in the town, studied from the different aspects on the new rural cooperative medical reimbursement plan.The first is to gather statistics data studying the relation between the hospitalized number of times and the age,sex, the distribution of male and female in the each age period and the hospitalized number of times. The data shows that except 0-6 year old of this age section, the childbirth is the primary cause of the difference of the hospitalized number of times between male and female. In 0-6 year old of this age section, the hospitalized number of times of rural people between male and female are obviously difference, the male are higher than the female, the result is in compliance with the custom of regarding male as superior to female. The second studies the relation between the hospitalized rural people and the sexual character, the result demonstrates that there is no obvious difference in hospitalized number of times between male and female. Finally, we build the distribution of the each hospitalization cost, by using maximum likelihood method to estimate parameters and testing the stability of the model. The model provides the scientific basis for the new rural cooperative medical scheme reimbursement plan's design and its adjustment.
