With the economic and social development and the improvement of the living standard of the population , people's consciousness of health is advancing, and the demand for health is expanding and becoming diversified as well as individuated. At present, the undiversified mode of health examination managed by the enterprise can not meet the increasely rising demand for health examination , but burden many enterprise. As a result, it is necessary to place it in the market and push the innovation of the payment system. It must be the trend to share the fee of health examination by the country , the enterprise as well as individuals. The importance of the study on ability and willingness to pay for health examination should not be disregarded.We make this investigation to analyse the ability and willingness to pay as well as factors for health examination of employees in Jinan, and make political suggestions to the development of the health industry. We implemented this study with purposive sampling in centers for health examination of the Provincial Hospital and Qian Fo Mountain Hospital. We inquired 1371 informants and got 1368 questionnaires available. And then, we apply the Extend-Linear-Expenditure-System and Contingent-Valuation-Method to the analysis of ability and willingness to pay , respectively .The major findings of the study are as follows. (1) Ability-to-pay correlation:â‘ Health expenditure rate: The medical fee expended is 3.51 percent of all incomes among families investigated. People can afford as the standard set to 2%-5%.â‘¡Balance of the families:The balance is 3567.49 yuan per family, and the balance of 78.4 percent of the families is in excess of 1000 yuan, and only 3.33 percent of the families have no balance.â‘¢Status of ability-to-pay: Incomes per capita of twenty-three (1. 74 percent) families is lower than 397.26 yuan and have no ability-to-pay for health examination and other services. 142(10. 76 percent) families have the incomes per capita butween 397.26 yuan and 954.99 yuan ,and they have limited ability-to-pay for health examination on condition that they adjust their consumption structure and reduce other expenditures. Other 1155(87. 5 percent)families have the incomes per capita over 954.99 yuan and have sufficent ability-to-pay to afford health examination.(2)Willingness-to-pay correlation:â‘ Status of willingness-to-pay: 1159 (84.7 percent) people would like to take part in health examination at their own expenses and have willingness-to-pay for health examination, of which the willingness-to-pay per capita is 538.05 yuan and the others say they don't want to do so. Involved the second part of the people , the willingness-to-pay per capita is 455.85 yuan.â‘¡Factors influence people's WTP :From the angle of people whether they have WTP for health examination, the result of single-factor analysis show that the marked factors are as follows : age, education levels, medical guarantee, family disease, experience of health examination before, individual salary of people investigated, incomes , expenditures and expenditures for health per month of families investigated; but the multiple-factors analysis show the marked factors are:group of age, marriage condition, education levels, job, medical guarantee, family disease, chronic disease, ability-to-pay and individual salary. From the magnitude of people' WTP for health examination , the result of single-factor analysis show that the marked factors are as follows :gender, gae, marriage condition, education level, medical guarantee, health status of people investigated, family disease, chronic disease, individual salary, incomes , expenditures and expenditures for health per month of families investigated; but the multiple-factors analysis show the marked factors are: gender, age, education level, medical guarantee, health status of people investigated, ability-to-pay, individual salary and the extent of contentment to the health examination before.Conclusion: At present, a majority of the employees in Jinan have sufficent ability-to-pay as well as WTP to a certain extent to afford health examination . Economic condition is still the main facters influencing the WTP for health examination, but not the only one. From the angle of the consumption structure of people, the expenditures of tobacco and alcohol take up a large proportion which is unreasonable to some extent. Therefore, it is possible to promote the transformation from ATP to WTP for health examination if we try our best to propagandize for the importance of health care .Moreover, it can't be neglected that a portion of families can't make ends meet, and their earnings are mainly used to buy foods and have no ATP for health examination .Policy implications from this study are as follows:â‘ Try to promote the reform of the mode of health examination. Taking into account the experience of urban employee basic medical insurance, we can establish the system of sharing the expenses for health examination by the government, enterprises and individuals. At tne same time, give people more freedom to choose the item on the basis of their health status and demand.â‘¡Strengthen the propaganda for health education in order to improve people's consciousness of health care , push them to adjust their consumption structure and increase the expenditure for health examination.â‘¢Pay enough attention to the colonies involving people with low-income, out of job and so on when establishing the policy for health examination in reform. Send essential relief to them and help them ameliorate living conditions and improve their health status.
