The nursing human resource is the primary component of the health resource and the nursing staff is the key factor of implementation nursing work. Consequently it is important to formulating the rational allocation of the nursing human resources. Objective of the study:Through measuring the nursing workload of general wards in order to identify the actual workload of nurses and calculate the theoretical ratio of beds and nurses in the general wards of the three-level grade comprehensive hospitals in Shanxi Province. (Hereinafter referred to bed-nursing ratio).We can approach the best proportion on the allocation of the nursing manpower resources and provide a theoretical basis for guiding the rational allocation of clinical nursing staff to ensure the quality of nursing and control the cost of nursing.Methods of the study:We randomly select ten general wards in each hospital and use survey method and stopwatch-measuring method to measure the nursing workload (that is,direct nursing time and indirect nursing time).All the data is analyzed by SPSS13.0.Results of the study:The basic present situation of nursing,human resources was investigated in the general wards including the number of nurses, the situation of authorized staff,the nurse's sex,age,school record, technical title and working years,etc. The average bed-nursing ratio is 1:0.36, the maximum value is 1:0.38 and the minimum value is 1:0.35.Through the measurement of the nursing workload we can know the average time of direct and indirect nursing project needs ,the proportion of direct and indirect nursing projects,the daily working time,and the distribution of the 10 top of direct nursing project in effective direct nursing project structure percentage in general wards. We can calculate the average bed-nursing ratio is 1:0.55 in general hospitals.Conclusions of the study1. The proportion of the number of beds and nurses of general wards is under the allocation standards promulgated by the Ministry of Health in 1978.The allocation of nursing staff should be based on scientific and rational workload measurement and the study indicate the rational bed-nurse ratio is 1:0.55. 2. The results indicate that the direct nursing time is 263.25min ,the indirect nursing time is 237.33min and the average daily nursing time is 500.58min.3. The overall structure is irrational, the number of nursing staff is shortage, the age of nurses is young .Low professional and technical positions accounts a larger proportion,it is about 79.3%. The overall quality of nurses is not fit for the continuous developing needs of the nursing professionProposition of the studyWe suggest that the proportion of the number of beds and nurses of general wards is about 1:0.55.We should regulate it according to the differences of each hospitals and divisions.
