The kernel target of medical service is to meet the patients' need of medical treatment and health care both explicit an implicit, and offer the best service as possible. However, to "wait often and long" is still the thing the patient complaint about most. The medical industry has been trying to improve the medical technology and management methods .Now, they march into the digital hospital field and develop rapidly .With the applications of HIS, LIS, RIS, PACS and many kinds of queuing systems in hospital, the queuing problem has been relieved gradually. But patients seem to feel all at the sea among them. They are excepting being served more effectively. So, here comes a brand new way we should research in.Surveys show that compared to the managing method, the queuing theory is more scientific, it can give many advices to change and improve the queuing system through analyzing it. And that most of the queuing systems in use are separated into parts, such as out-patient department, pharmacy department, physical examination department, in-patient department, and check-out office, and the patient is passive when seeing a doctor. Therefore, it needs develop a solution to lead the patient through the full process effectively, and fulfill their need as much as possible.In this paper, the author designed a new process to deal with the complex queuing problem in the large and medium-sized hospitals, built a mutil-server M/X/C/∞/N queuing model based on queuing theory and GSM technology, and then finished the design of the full process queuing management system. Finally, taking the SQL Server2000 database and VB.net language, the author imitated the system in the plat of Visual Studio 2003 .Net.
