The evaluation of medical scientists and technicians is not only one of the most important parts in the management but also the foundation work. The research of the evaluation of medical scientists and technicians started late in our country. In current situation, the phenomenon of simplification and subjectivism of the evaluation of medical scientists and technicians still exists. And the merit system is unilateral and lacks of scientism. Accordingly, to build up a synthetical system which is scientific, objective, overall, quantificational and qualitative, maneuverable and accordant with the fundamental realities of the country is the necessary and basic work of the medical and research management that is used for the elementary selection of the medical and science research persons. And it is of great importance of strengthening the democratization and science construction of the decision of medical and science management.MethodThis research aims at evaluating the current work of the evaluation of medical scientists and technicians. It based on the evaluation of the talented person's comprehensive character, using Delphi method to carry on two questionnaires of 30 experts who engage in personnel management, scientific research management, medicine health scientific research, clinical medical service and social sciences research, and mainly come from administration of public health control section, two medicine colleges and universities and 3 three level of first-class hospitals.The experts investigation questionnaires were accomplished by analyzing the medical and science talented persons, by studying the comprehensive character of them from the angle of system theory, on the basic work of full investigation, making reference to a great deal of data and consulting with the experts, and also according to tests of the dissimilarity of target and property. According to two rounds results of the experts consultation, we coordinated and analyzed the results by statistics. The experts' opinions are colligated to the index systems of the evaluation of the medical and science talented persons, using AHP method to ascertain determine weight coefficient of each index and establish a medical scientists and technicians authentication index system. The advantage is that the sample data isn't needed, and the experts can judge only by the connotation and the extension of the evaluation index. Herewith, it can be widely used. Domestic and international experience expresses the Delphi method as solves the non- structure question effective method, is of great importance of the scientific decision and the democratization. But the disadvantage is that the experts' understanding of the index is unavoidable restricted by subjective factors. So the expert's choice influences the authentic degree and effects of the study result directly. Experts of this research involve extensively, and are full in consideration of their academics representation and regional representation. The experts' knowledge structure levels are high, and the working experience is abundant.The main characteristics of the AHP method is the quantificational and the qualitative combining together, displaying the person's subjective judgment with the quantity expression and carrying on science processing, It more suits the complicated circumstance of the social science realm. By the Delphi method and AHP method to analyze the opinions of experts community can promise the objectivity of the income result. In order not to constitute too many main factors that would bring experts a great deal of work and influence the experts's judgment thus. This research takes principle of AHP method the foundation, and adopts two different kinds of methods to make the experts alter comprehension in judging, reduce the experts' workload in the meantime, do a more effectient and realistic judgment and further assure the objectivity.In order to reduce the non- quantification and fuzziness indexes and the appraisal content to the index system influence, The research use fuzzy method established the fuzzily systemic evaluation method and the step, established the medicine scientists and technicians fuzzily systemic evaluation method. The fuzzy systemic evaluation method to carry on the quantification to the non-linear appraisal domain comprehensive, thus obtains the quantification evaluation result may compared, The influence falls not definite and fuzziness indexes to the evaluation to is lowest. Further has guaranteed the appraisal scientific nature, hermeticness, the accuracy and the commeasurability.The result of practical application of the medical scientists and technicians evaluation index system and systemic evaluation method indicated, the medical scientists and technicians evaluation index system and systemic evaluation method is comprehensive synthesize and objectivity, can reflect talented person's realsituation. The evaluation system in the actual application indicated that this system is performance stable, the operation, is quickly and simply, can enhance the appraisal working efficiency effectively.
