Objectives : This study aims at building a set of index system which can be apply to three stages of selection, examination and acceptance in the evaluation of key clinical disciplines construction in small and medium hospitals, in order to introduce dynamic competition mechanism, direct discipline development, optimize the structure, raise discipline status and form discipline characteristics.Methods: Based upon theories concerning disciplinary evaluation, such methods as systematical analysis, brain storm and specialist consulting were used to establish a evaluation system. Then the system was applied to the evaluation of the construction of the eleven key clinical medical disciplines in Tongling City to test the properties of the system, in doing so, several methods such as the Sum-Weighted and Rank-Sum Ratio were also used to analyze the data and achieved the results of the evaluation.Results : The evaluation system was composed of 5 first-degree criteria, including medical treatment, teaching work, scientific research work, academic group and administration work. Their weights were 0.29 ,0.16 ,0.21 ,0.21 and 0.13 respectively. 22 second-degree quantified criteria with illustration of the evaluation system were medical quality, work efficiency, work amount, technical level, medical flaws, practice guide ,teachers training, academic communication, postgraduate education, continuing medical project ,the passing-rate of continuing medical education, scientific research production, scientific research tasks and academic leaders, mothball academic leaders, configuration of the medical personnel and objective management, published dissertations, social profit,economic profit, collectivity glory and information management. The system was applied to the evaluation of the construction of the 11 key clinical medical disciplines in Tong ling City .The disciplines were divided into four degrees by Sum-Weighted method and Rank-Sum Ratio method. Of the 11 disciplines, for Sum-Weighted method, 3 disciplines were excellent, 3 disciplines were good, 3 disciplines were moderate, 2 disciplines were inferior, for Rank-Sum Ratio method, 4 disciplines were excellent, 4 disciplines were good, 1 disciplines were moderate, 2 disciplines were inferior. Kappa between two methods was 6.33, demonstrating high consistent.Conclusion : The evaluation system is consonant with the practical situation of the small and medium hospitals and has good reliability, differentiability, practicability, guidance and maneuverability. The study offers reference for the construction of key clinical medical disciplines in small and medium hospitals.
