Goal: By analyzing some financial datum, like income, output, liability and government's input, etc. of the year 2000 to 2004 in 229 hospitals in Hunan Province, and studying some correlation factor influencing the hospitals' management, this research paper draws up related policy for government to input in hospitals, and provides scientific basis for hospitals to make reasonable development planning.Method: This paper takes the financial datum of final accounts in 229 hospitals in Hunan Province as the research object. It combines with some datum information, like 'The Financial Annals of Health in China in 2004' compiled by Financial Planning Department of China's Health Bureau and 'The Financial Annals of Health in Hunan Province in 2003' compiled by Health Department in Hunan, by using Excel to build the hospital's financial data base and SPSS statistic software to analyze and handle the relative datum, to analyze hospitals' management condition.Result:1. The absolute amount of government's input in 229 hospitals in Hunan is increasing year by year, but generally, the rate of government's input in hospitals' gross income is decreasing gradually, and it has a big difference between each area.2. In the 229 hospitals in Hunan from the year of 2000 to 2004, the modulus of gross income, gross output, gross income of medical service, gross income of medicines, and gross output of medicines is increasing year by year, and the modulus of average income and output, average income and output for medical service, and average income and output for medicines has the trend to grow as well, and the growth scope is big. 3. In the 229 hospitals in Hunan from the year of 2000 to 2004, the income and output are not steady, and in most areas, the rate of return in hospitals is negative, which indicates hospitals' management is at a loss condition in most areas.4. In the 229 hospital in Hunan from the year of 2000 to 2004, the modulus of the total liability, long-term liability, and short-term liability is increasing year by year. Each staff's total liability, long-term liability, and short-term liability are increasing as well. The rate of long-term liability is higher than that of short-term liability. Generally hospitals in each area are in debt management.Conclusion: In Hunan Province, government's input in hospitals of each area is seriously insufficient. The rate of government input in hospitals' gross income is decreasing year by year. Hospitals only can seek their own development by finding ways to increase their income. The structure of hospitals' income is unreasonable, and the income from medicines is big in the gross income. The loss of hospitals' medical service is quite big, but the income from medicines keeps the state of profit, and the problem of 'raising the medical service by medicine' is not solved foundationally. Hospitals are at a loss condition and most of them are in debt management.Proposal: This paper suggests increasing the public finance's investment in hospitals, enhancing, the fund's efficiency, and then enabling the medical service's loss condition to change for the better. It also proposes to adjust the price of medical service appropriately to realize the service value of medical care personnel and the price of medical service in unanimity, further to attenuate the phenomenon of 'raising the medical service by medicine'; to try to change the outpatient pharmacy to medicine retail sails' enterprise, to establish a compensation system with management of separating medical service from medicine and with separate compensation from finance and price; to divide the present three compensation medium to two gradually, to make the income from price difference in medicine not as a compensation medium any more and then to from a new pattern of 'raising medicine by medical service'. Finally it suggests adopting multi-medium method to raise funds based on hospitals' developing features in different periods, to adjust the structure of debt funds appropriately, and then to avoid the financial risk.
