| The new rural cooperative medical system (NRCMS), mainly served to severe disease, is a farmer medical- mutual aid–coordination system organized,guided and supported by government's,and is coincidence with farmer's own accord. The fund comes from the individual,collective and government. The purpose is to realize the moderately- off society, to carry out the scientific and evaluative view, to harmonize the development between the city and countryside for solving the"Agriculture,Ruralareas and Peasantry"problems. It is an effective measure for strengthening rural medical construction and improveing farmers'health. This article aims to analyze the operation of the new rural collaborative medical system in JiLin province, evaluate its effect and summarized its performance and experience. Try to analyze the main factors related to the establishment and sustainable development of NRCMS to propose policy to solve the problems.In 2003, JiLin province consummated policies and measures under the principle of active, safe and effectiveness to facilitate the possibility of NRCMS according to the deploy and request of party central authorities and the state Council. In present, there are 24 counties and cities with 8,400,000 agriculture populations, which contribute 57.41% to the total agriculture populations in the whole province, involved in the demonstration of NRCMS. 624,420,000 farmers have been taken part in it and the participate rate reached to 74.32%. With the increase number of counties and cities involved in NRCMS, more farmers begin to enjoy the real benefits. 290,760,000 farmers have been benefit from subsidies to 168,000,000 Yuan between July 2003 and June 2006.
