Great changes have taken place in China since the introduction of reform and opening policy, and the health care system have faced enormous challenges in China, especially in rural areas. Before the reform and opening policy, the "three tiers" health care system and the cooperative medical system (CMS) funded by collective economy had improved greatly people's health station in rural areas. Nowadays, both the policymakers and the researchers are not very clear about the differentiation and definition of different types of rural health facilities, especially the private ones. In 2002, the State Department descript in that the rural health system should be composed by facilities owned by government, collectivity, individual and other non-government organizations. The boundary between different ownership and department should be broken, and the health resource should be planned, collocated and utilized reasonable.
