The Analysis Of Person Resources' Status On Maternal And Child Health In Liaoning Province And The Study Of Countermeasures

Maternal and child heath is the major part of Chinese health project. The three indicators of health result applied internationally are: maternal mortality rate, infantile mortality rate and children mortality rate (<5 years old), these indicators are close correlated with Maternal and child heath career. Women and children account for two third of all population, women and children problem had become preferential field engaging international society's attention since 1990's. The state council of P.R. China announced two compendiums in 2001, 《Chinese women development compendium (2001-2010)》 and 《Chinese children development compendium (2001-2010)》, and confirmed the programming goal and policy measure to improve maternal and children health level in the first ten years of new century. It is all level's government responsibility to carry out these two compendiums.The maternal mortality rate decreased to 23.6/10 myriad and the infantile mortality rate had decreased to 12.9‰ in 2004. It will be faced with difficulties and challenges to study the course of carrying out above two compendiums in our province. The prominent problem is that person resources' status on maternal and child health were not adapted to requirements of compendiums and maternal and children' care service. This paper analyzed maternal and child health person resources' deployment and structure in liaoning province, and find out the major problems were as followings: insufficient person resource, imbalance of person resource distribution, unreasonable person resource structure, lower diathesis of whole staff, neglected person resource management and utilization. For these, we suggest some countermeasures: 1. Government support, to create favorable circumstances for developing maternal and children health career; 2. Market deploys person resources and policy controls, to optimize person resources' deployment; 3. Reforming personnel distribution system, to exert maternal and child health person resources' efficiency; 4. Establishing concept of "make human as root", to create a multi-level, all-direction, systemic exploitation pattern of person resources.
