Research On The Financing Of The Cooperative Medical System In China

Rural Cooperative Medical System (CMS) is the basic medical security in Chinese rural area. CMS is helpful for preventing the problem of poverty caused by illness, improving rural medical and health condition and peasants'health. However, with the reformation of rural economic system, traditional rural cooperative medical supply declined rapidly. The peasants lost their basic medical security in our country and they had to pay for the medical costs totally by themselves. Rural medical and health condition deteriorated, the problem of poverty caused by illness become more and more serious. Financing is critical to CMS. The problem of financing had been preventing the development of CMS all the time. Unreasonable financing system led to the collapse of traditional CMS. The difficulty of financing had been preventing the development of CMS since 1990s. Meanwhile, New-style Rural Cooperative Medical System was trapped by the faulty of financing system. This is the background of this paper.In chapter 1,it elaborates the basic problems, including research background, raising questions, the present situation, the purpose, the method and framework, significance, innovation, the shortcomings and following researched direction in the future.In chapter 2, it elaborates the basic theory of this paper and realistic necessity, discussing the characteristic and significance of New-style Rural Cooperative Medical System and so on. This chapter can be divided into 2 parts: First, discussing the basic theory of New-style Rural Cooperative Medical System and the realistic necessity. Second, elaborating characteristic and significance of New-style Rural Cooperative Medical System.In chapter 3, it reviewed the history of financing system. This chapter can be divided into 4 parts, discussing the history background of implementing CMS from 4 different stages respectively, analyzing financing system of each stage from 5 aspects, including the body of financing, the criterion of financing, the way of financing, the nature of financing, the level of financing.In chapter 4, it analyzes the present situation of New-style Rural Cooperative Medical System and some major factors affecting the difficulty of financing. This chapter can be divided into 2 parts: First, analyzing the present situation; Second, analyzing some major factors affecting the difficulty of financing, including the slow growth of peasants'income, the insufficient government support, the insufficient local social capital, the shortage of peasants'health sense, the slow development of medical service system and so on.In chapter 5, it proposes some corresponding countermeasures. This chapter can be divided into 4 parts: First, establishing scientific and reasonable financing system. Second, the government should pay more attention on the support. Third, putting forward some suggestions of increasing the willingness of peasants'financing. Fourth, collectivization and society should play the important role in the financing of New-style Rural Cooperative Medical System.
