Nowadays, sexually transmitted disease (STD) has become an outstanding public health problem and social problem in China. In 2003, 730450 new STD cases were reported, the incidence rate is only smaller than dysentery and hepatitis, ranked third in the nationally infectious disease list.Since 1990s, STD has spread rapidly from city to rural area. The incidence rate of STD has been increasing speedily, and the proportion of peasant and non-agriculture population STD patients in rural area in total STD patients has been rising continuously. In 1996, the data of National STD Observation Station showed that the incidence rate of STD in rural are of our country had reached 50.19 per 100 thousand people. Medical resources are deficient in rural area, the power of STD prevention and cure is weak, and furthermore there are other problems that STD medical market is disordered and the distribution of medical resources is uneven in rural area. These situations are some of the important reasons that result in low accessibility to health service and greater difficulties in receiving quality STD medical service for rural STD patients. Thus, considering the realistic situation in rural area, guided by the principle of minimum cost, and in order to make certain minimum configuration standards of qualified STD basic medical agency in rural area and the operation conditions of county-level qualified STD basic medical agency suited for minimum configuration standards, we carried through this study.
