China is a large agricultural country, and rural people are the main part of the society. Since the reform and opening-up, rural medical condition has been greatly improved, and the lack of doctors and medicine has been solved to some extent. However, because of the unhealthiness of the rural medical security system of most places, many rural people have to pay their fee-for-service nearly all by themselves, and it is a great burden to them. Thus comes the problem of medical treatment for the rural people. This phenomenon disposed the seriousness of rural medical security system, and hindered the development of the rural society. To set up and perfect the new rural cooperative medical scheme (CMS) is significant to the stability and development of the whole society.This paper provided a study of the equity of the new rural CMS. First it generalized the environment of establishing the new rural CMS, and pointed out that the equity of the scheme both internal and external is an important factor to the sustaining development of the scheme.The second part reviewed the literatures on health equtiy. It introduced several equity views of economics, including the view of the Economics of Welfare and Utilitarianism which emphasizes the equity of the division result, the view of Classical Liberalism which emphasizes the original equity, and the view of John Rawls in his book a theory of justice which emphasizes the benefit of the least-benefited people, and also appraised the three views. It generalized the meaning of the health equity and appraising indexes, and introduced Range, Lorenz curve and Gini coefficient, Index of Dissimilarity(ID), Concentration index and Theil index. It also introduced the progress of research about health equity, the inequity of the using of the medical service, financing and the medical resources distribution.The third part generalized the evolvement of the CMS.
