Objectives To evaluate the implementation, effects and results of interventional program that informed choice of conception control in Gansu Province. (1) To evaluate the inputs of intervention that informed choice of conception control. (2) To evaluate situations about use of contraceptives, induced abortion rate and reproductive mass KAP (knowledge, attitude and practice) to contraceptive informed choice. (3) To evaluate the degree that men participate in family planning. (4) To provide investigative base, scientific evidences and experiences for spread of quality of care in west areas.Methods (1) In 2001, we stratified and clustered random selected 6 intervention and control counties from Linze County and Yongjing County in Gansu Province. Some administrative villages that template spots were random selected from them. The baseline questionnaires survey and the focus group discussions were conducted among the administrative departments, managers, technical service providers and stations of family planning and reproductive women. (2) All objects received interventions that contraceptive informed choice from Jan 2002 to Dec 2003, including related propagandas and educations, family planning service interventions, peer group instructions and revisit, while routine family planning works and measures were conducted in control groups. (3) The deadline investigations and the focus group discussion began in 2004.Results (1) Both counties adjusted and set up their guide lines about evaluation of population and family planning works, such as rate of understand contraceptive informed choice, rate of revisit after operation, mass content rate, rate of propaganda and education and contraceptive consultation rate, etc. There were many familyplanning managers and technical service providers whose educational level and professional post were lower and primary. Many of whom knew and understood the contraceptive informed choice. (2) Reproductive women in intervention group were aware of average 9 kinds of contraception in deadline investigation, but 7 in control group. The proportion of lasting effect contraception was reduced in spite of IUD was the preferred method (87.5%). The number of women who were approving of present contraception in intervention group (86.7%) was higher than control (83.8%) in deadline investigation (P<0. 05). (3) The intervention facilitated the agreement of contraceptive informed choice for women, and there were 97.3% of women endorsed informed choice. ? Induced abortion rate of reproductive women was no significant between intervention and control groups in deadline investigation, but the decreasing IRA in intervention group was 1.36% than baseline investigation (P<0. 05). IAR of women who received more 3 times propagandistic information or educations about contraception were lower than control. (5) In deadline investigation, the proportion of husbands who participate in training about family planning and reproductive health in intervention added up to 70.85%. The proportion that men participated in family planning in intervention was 85.68%.Conclusions ? We should improve upon the levels of civilization and specialty to family planning managers and technical service providers, and enhance the construction of family planning service web in rural areas. (D The program that contraceptive informed choice promoted the levels of contraceptive knowledge of reproductive women and family planning technical service providers, changed the proportion of female contraception, reduced the induced abortion rate, and enhanced the contraceptive content degree. (3) We should develop further the new family planning working style that contraceptive informed choice in order to improve upon the levels of family planning services and the capabilities of mass contraceptive informed choice in west areas of China.
