The Economic Analysis Of The New Rural Cooperative Medical System In Taikang County

The rural cooperative medical system of China has played a decisive role to guarantee the vast farmers' health. But with the weakness of collective economy and the establishment of the market economy, traditional rural cooperative medical system quickly faded. Most of the farmers lost the basic medical security and had to aford the medical expense by themselves, the problem of poverty caused by illness or getting poor again because of illness was very serious. The sixteenth National Congress of the Communist Party of China put forward the objectives of building an overall well-of society, but the countryside was the key points and dificulties in building an overall well-of society.The vast farmers' health level directly influenced the objectives of well-of society in countryside and objectives of overall well-of society coming true. In order to solve the problem of the vast farmers' health protection, the government initiated the experimental unit in the nation by 2003. The new rural cooperative medical system has achieved some success in solving the problem of the farmers poverty caused by illness or getting poor again because of illness from the condition of the experimental unit in the nation, but it still had many problems and deficiencies, and it needs further perfection.The new rural cooperative medical system (NRCMS) gives priority to plan as a whole of serious illness farmer's medicalmutual helping system organized, guided and supported by local government. It is financially supported by individuals, collectives and governments in which farmers can participate voluntarily. The plan as a whole of serious illness indicates that the NRCMS resolve county resident's the problem of poverty caused by serious illness or getting poor again because of serious illness and it guarantees firstly that famer can get reimbursements of big fee-for service.In the first part, this paper reviews the birth, the extention and the development of the rural coopertative mdeical system before the reform and opening-up. And its decline, resumption and rebuilding are also introduced. On the basis of this its meaning, characteristic and general situation of experimental unit are set forth. In the second part it recommendates social economic status and medical treatment and hygiene conditions of the NRCMS in Taikang County .Moreover it introduces the NRCMS of Taikang County from four aspects including managment organization, ways of fund-raising, patterns of reimbursements and other management systems. Its primary effects of implementation are described. The third part tries to analyse the behaviors of three subjects in NRCMS. Their behaviors contains farmers' unwillingness to participate in the NRCMS, the induced demands of medical service institutions,the deteroriting prestige of local governments and the difficult extention...
