It's well-known that AIDS (Acquired Immure Deficiency Syndrome) has becomeone of the most important public problems in our society today. HIV (humanimmunodeficiency virus) transmission is mainly through blood, as a result, there aremore and more AIDS suffers caused by blood donation and blood transfusion in ourcountry today. Considering the relations of blood safety and the AIDS, we think that itis extremely important to study the present situation of our nation's blood donation, toanalyze the problems existing in the blood market and to probe into the strategies andmeasures to purify the blood market.Law has regulated our nation's voluntary uncompensated blood donation systemsince 1998, when "Blood Donation Law of the People's Republic of China" came intoeffect. However, we have found that in our nation's blood market there are still someproblems in almost each link of the chain of blood donors to blood collection/supplyinstitutions to hospitals to blood receivers since then. They can be concluded asfollows:1. We lack enough voluntary uncompensated blood donors (or: the increasingnumber of the uncompensated blood donors cannot meet the need of the clinicalblood).2. The paid blood donation act and the paid blood donation act in disguised formare still in existence. Besides, it can be seen that the illegal blood-collectioninstitutions cause blood pollution in the 23 provinces throughout the country.3. The blood-test technology and the blood-test measures have not fully beenguaranteed.4. The clinical physicians sometimes make erroneous judgments in bloodtransfusion, which leads to unnecessary blood transfusion.Logically based on the public choice and the institutional analysis, the method ofthe IAPP (Institutional Analysis and Public Policy) focuses on the reform and thestudy on the specific public management and the public policies, by applying theeconomic analysis method which suits the market choice to the non-market choice.With the guidance of the IAPP theory, this paper, from the angle of the objectproperties, analyzes the properties of the blood and of the blood collection stationservices, combined with humanity hypothesis;In addition, this paper analyzes theadvantages and disadvantages of the current blood donation system after describing it.The innovation of the paper is to make a tentative study on the strategy of purifyingthe blood market, based on the IAPP theory. Furthermore, by applying the "Price,Requirement and Supply" theory in economics, this paper also analyzes theblood-supply system, i.e. blood deposit system, in the current blood chain. Finally,this paper puts the above-mentioned theories into practice and makes them morespecific. It suggests a policy which could purify the blood market and guarantee theblood safety from the various aspects of government, of non-profitable organizations,of non-governmental organizations and of each individual, so that a safe and hygienicenvironment would be constructed.
