| Quality of student is the vitality of education development. Social evaluation to graduate quality is an important part of education evaluation. The feedback information form the evaluating cannot merely be the base to judge the teaching quality objectively and effectively, but also to analyze the existing problems and to put forward educational reform schemes.At present, in our higher nursing education field, research on how to evaluate nursing baccalaureate graduate's quality was carried out litter. It has already become the important subject that need being practiced according as the directions of evaluating and pedagogic theories and methods. Evaluating work is a comprehensive and high scientific management activity, and according to different targets and objects, setting up scientifically the indictors system is the key to success. Object:1. Probing into the main elements of nursing baccalaureate graduate's quality.2. Probing into the theoretical foundation, principle of structuring evaluation indictors system of nursing baccalaureate graduate's quality.3. Structuring a set of scientific and systemic evaluation indictors system of nursing baccalaureate graduate's quality, which could provide the basis for the practicing.Method:Appling for the review study and theory study, First probe into the base and principles of building up the evaluation indictors system of nursing baccalaureate graduate's quality, then draft tentatively the basic framework of the indictors system on the base of analyzing nursing baccalaureategraduate's quality element, contents, etc. Appling for Delphi method to consult experts on indictors items, weights, intensions, indictors coverage etc, 37 experts in domains of nursing manage, nursing educate, and clinic nursing. all over the country were invited to complete three rounds consults. After analyzing dependability to experts' consulting suggestions, set up the indictors system. Result:1. The experts were elected according as the drafted conditions. From the qualitative analysis of experts' basic situations (Specialty correlating, Age structure, Post and Technical title, etc.) and the quantitative analysis to expert's authority (Authority Coefficient of experts were between 0.70 — 0.9), Expert group had well authoritativeness and representative.2. The questionnaires of the three rounds of consultation were collected 100%, 97%, and 97% respectively, and experts were high enthusiasm for the subject. There were 70%, 77%, and 11% of experts who gave suggestions and comments in the three rounds of consultations respectively.3. After the three rounds of consultation, 94% of the experts approved six indicators as the first glass, the experts' suggestions of each indictor weight was centralized gradually(coefficients of variation of suggestions is between 7—19%, the test of the coordinate coefficient,/? <0. 05).4. After the three rounds of consultation, 91% of the experts approves twenty-two indicators as the second glass; each indictor weight was centralized gradually (coefficients of variation of experts' suggestions is between 0—19%, the test of the coordinate coefficient,/* <0. 05). According to the expert opinions, the intensions of each of second glass indictors were revised correspondingly.Conclusion:1. Put forward the gist, the basic principles by which to structure the indictors system of nursing graduate's quality, which is helpful to develop further the theoretical system of educational evaluating.2. A set of the evaluation indictors system of nursing baccalaureate graduate's quality was set up, which was composed of two degrees of indictors, six first class indicators and their weights, twenty-two second class indicators and their weights, the indictors' intensions. The analysis of the coefficient of experts' enthusiasm, the extent of authority, the concentration and harmonization of experts' opinion, etc. showed that the indicator system was reliable, its establishment has provided a reference basis for the evaluation.3. The indictors system well embodied these characteristics of comprehensiveness and innovation, succession and dynamic, hierarchy and professional, objectivity and era; Distribution of the indicator weight and each indictors accorded with the requests of the talent's quality and characteristic of our nursing education; it is practicable and instructive. Suggestion for further study1. Carry out the test to the indictors system by practice in order to appraising its effectiveness, further revising and perfecting the system.2. Screen and determine the tertiary indictors on the base of resolving second indictors.
