| Objective Health Information System is an information system that can not only collect, tidy, store, manage, search and transfer health information, but also offer useful information to the health managers and serve the process of health management. In this article, the author collected information about health managers of county, township and village, three levels, by questionnaires investigation and spot observation, in the Eighth Health Project (Loaned by the World Bank) counties of Chongqing and four non-project counties of Chongqing and Sichuan Province. Based on the information collected, the author got to know the status quo of health information management in rural area of Western China, to probe the critical problems of the current works, to analyze all-around diathesis of rural health information managers, to appraise the qualities of information works of the Eighth Health Project, to search after the main factors that affecting the qualities of rural health information, and to offer advice for officials to make policies , to improve and to perfect health information system of Western rural area. Method Stratified sampled eight project counties of Chongqing and sampled four non-project counties as the control counties, two from Chongqing and two from Sichuan. Three township hospitals in every county and two village health workrooms in every township were investigated. 12 health information managers of county Health Bureaus, 36 health information managers of township hospitals and 70 village doctors of village health workrooms have successfully been investigated. The contents of the survey and observation included the manager's knowledge of working surroundings, the manager's understanding of the requirements of information markers, organization framework and bylaw of information work, the status of all levels skeleton information work, the status of standardization and patterns of information submitting, the status of statistical tool using, the foundation of information archives, the status of managers accepting information technology trainings, the use and feedback of health information, the supervision of information work, veracity of health information and the test of information and statistic knowledge. The in-depth interviews included the difficulties of information managers of all levels, confronting in the information work, and the suggestion brought forward by information managers, on how to improve the work. We used Visual Foxpro 6.0 to input data, and imported into SAS to analyze. We described statistically the results of investigation, and used several methods of synthetical evaluation, for example, synthetical scored method, Topsis method, Rank Sum Ration method, to analyze and to evaluate the benefits of the health information system. Outcome The information work of the Eighth Health Project (loaned by the World Bank) have been implemented for eight years. The project succeeded in ameliorating the rural area information conditions, but it did not ameliorate obviously the health information status. The information systems in project counties were better than that of non-project counties. Because of the weakness of the village information net, the synthetical domino effect of the project information system was lowered in a certain extent. Conclusion The author listed the weaknesses of the information system in poor western rural area, such as the incompleteness of thethree-level information net construction (esp. village level) and regulations for information work, lacking of professional person, reformation needed to perfect the rural information work, inaccurate information and so on. Aimed at these problems, the author brought forward countermeasures, such as strategy regulation, implementation organization, legal guarantee, financial support and so on, to mend the village information works and to perfect the village information system.
