Property Right System Reform Of Public Hospitals

With the development of the socialism market economy system, deepening of the health care system reform, rise of civil hospitals, public hospitals have initiated to reform for multi-property right. However, the actuality of hospital's single property right is not changed, the government controls above 90% health resource. The lag on health reform is adverse for the steady development of health care and for providing high quality services to the people. Description based on theory for the reform of public hospital property right is scarce at present, also the efficiency comparison between public and transformed hospital. The paper trys to make some explorations.The research of the paper includes five respects: 1) Analyzing the theory base of property right reform, discussing public hospitals property right reform with property right theory. 2) Comparing and analyzing the reasons, contents, and effects of the reform of hospital's property right system from Britain, U.S.A, Germany and Singapore. 3) Analyzing the significance and conditions for the reform of public hospitals, the state corporation reform is referenced for hospitals reform. 4) Case study: surveyed some hospitals in Shenyang, Jinhua and Wuhan. Using Stochastic Frontier Analysis (SFA) to compare efficiency of transformed, private and public hospitals.5) Bring forward feasible policy suggestions to the public hospitals reform.The significance: After joined in WTO, global economy affects us obviously. China will participate in world economy and social development increasingly. What the health care system should do confronting the exoteric market. Besides, efficiency evaluation is an emphasis and difficulty, the paper uses the approach of econometrics with Stochastic Frontier Analysis (SFA) to evaluate the hospitals efficiency, which has important theoretical significance and practical value.
