Along with the acceleration of human social modernization, a series of new infectious diseases successively emerge or is discovered. Severe Acute Respiratory Syndrome diseases spread over the world quickly after its outbreak in China in November 2002. SARS is a kind of new epidemic disease, of which incubation period is short, 5 days (2-10 days) in average, the fatality rate is rather high, estimates to 11%(0%-50%) by WHO, and transmission speed is quick. The herds are widely susceptible to SARS. It has posed the serious threat to people's healthy and social stability. The epidemic of SARS has resulted in the enormous loss of economy to our country. Therefore, it is greatly significant to develop a integral management information system in order to strengthen the surveillance of SARS and warn early and quickly to prevent the spreading of SARS within the shortest time. The low efficiency of epidemic situation report and surveillance, the small overlays of hygiene information network and the lagging of construction of platform of public hygiene information, can't meet the needs of control public hygiene emergency. In this research we developed the management Information System for SARS disease controlling and pre-warning in Shaanxiprovince adopting the geographic information system technique, spacial data analysis technique and software engineering technique.First, this study constructed a spacial database of Xi'an and circumjacent area based on the digital vector map with the scale of 1:5000 provided by No.504 Aerospace Institute.The database of individual SARS case and close contacts with SARS case were designed respectively following the standard of 《The investigating form of the individual SARS case》 and 《The investigating form of case of close contact with SARS case》constructed by the Ministry of Health of China. The database of the infectious area information, the isolating area information and designated hospitals for SARS and hygienic resources information were designed by ourselves. Based on SARS epidemic data,we have completed the initialization of the database of individual SARS case, close contacts with SARS case, and designated hospitals for SARS.Based on geographic information system technology, the management information system for SARS disease in Shaanxi province of China was established using "SuperMap Objects 3.0" GIS development platform and Delphi 7.0 and close combining the theories of epidemiology. Three subsystems, which include the database management system of SARS data and related data, the epidemiological analysis model system, and the spatial information analysis system, constituted the whole system.The following functions were implemented in the system:The system can actually collect, monitor, renew and reflect the variation of epidemic situation of SARS and availability of the hygienic resources.The system can find out the characteristics of the distribution of SARS in any given infectious area, which include the distribution in population (age, sex, occupation, etc), distribution by time, distribution by place, and plot respective statistical charts.
