The Roles, Innovations And Development Of Technical Institutions In The Scaling-up Of Reproductive Health Project

To accomplish the ambitious ICPD agenda, a National Project on Quality of Care (OoC) in Reproductive Health in Western and Middle China has been scaling up by the State Family Planning Commission of China (SFPC), which was conducted by Institute of Science and Technique of SFPC and Institute for Health Science (IHS) at Kunming Medical College. Based on the perspectives upon scaling up from World Health Organization (WHO) and a conceptual framework for scaling up quality-of-care innovations developed by Professor Ruth Simmons who is a famous scholar in the world, the master thesis examine the roles, innovations and developments of technical institutions in large-scale project in Reproductive Health, explore the strategies on scaling up, and provide a number of information and ideals to the policy maker about how to promote scaling up in reproductive health in China. The major results of the research are: 1) technical institutions should play the appropriate and effective roles, which is a determinant factor for the design, implementaion, and evaluation of the scaling up the qulity of care project in reproductive health. 2) Innovations of the technical institutions are also a very important to the scaling up of the project. Being a very important innovation of the technical institutions, the Priority Setting method was given and disccussed in the thesis. 3) Technical institutes should build their own capacity and continuously develop theirselves by self-leaning. Based on the above results, author has given some suggestions.
