This study was conducted in Luohe district of Henan province.3 shareholding--cooperative reformed township health centers (THCs) were chosen from Wuyang county, 3 unreformed THCs were also chosen from Yancheng in order to get more information about the THCs in this area. The investigation include the THCs?fixed-capital, income, workload, employee wages, service price from 1995 to 1999, employee and patient inclination, share holding allocation, etc. Statistical analysis was made with EXCEL, SPSS soft ware, The main findings are summarized below:1 .Shareholding-eooperation reform in THC can improve the medical service surroundings, medical equipment and facilities greatly, the financial in house building and medical equipment increased, the employees and patients investigation shows that significant discrepancy lies in evaluation for the improvement in medical service and equipment between the reformed THCs and unreformed THCs. But the reform have poor influence on the outpatient amounts.2.Outpatients expenditure increased in reformed THCs, the structure of the expenditure has changed. Compared with 1998, in 2000 year, medicine, treat expenditure increased greatly, THC financial report showed that after the reform, the percent of medical service income increased, the percents of medicine profit decreased. It showed that shareholding-cooperation reform can improve the medical service capability of the THC, but this study can not exclude the probability of providing excessive services.3.From the THCs director抯 evaluation for the decision making power. After the reform, it抯 autonomy increased, especially in employ, service price decision.4.In the reformed THCs, according to employees?own inclination to buy or not buy the T1-ICs?share, but the administrators and employees have different standard, the highest is about 10-20 times of the lowest. So wide gap lies in the profit share between the employees. But the decision making is more democracy and bonus sending out is more overt than unformed THCs.Based on the investigation, the study analysis the background of the shareholding-cooperative transformation in THCs, describe the reform progress, outside effects, THCs?develop space, competitive strategy etc. Draw such conclusion:I .regulation, 2.concerted reform action, 3.transformation of the government function, 4.transformation of the model of the THCs medical service, 5.keep calm in the advance of the reform.
