Evaluation On Effectiveness Of Community Stewardship In Fengtongzhai Nature Reserve Of Baoxing, Sichuan Province

Community stewardship which is implemented in the nature reserves management project,refers to a management mode which means community participates in making,inplementing and evaluating the protection scheme.Its aim is to help communities to achieve the objective of ecological protection by rational using of resources.It has two approaches.One is to make sustainable use of natural resources in the development of community and reduce the damage to reserve resources.The other is to help community to develop economy and improve living standard,minish the restriction to the community development brought by ecological protection,moreover, actively participate in protecting and managing the nature reserves.Participatory community ecological protection is a ecological protection mode which is prevalent at home and aboard at present.It plays an important role in protecting regional ecology and developing community economy.Baoxing Fengtongzhai Nature Reserve in Sichuan Province is the object of study in this paper.It adopts AHP and Delphi to establish indices system of performance evaluation of community stewardship. Secondly, compare and analyse of the effectiveness of community stewardship.At last, propose sustainable community stewardship development countermeasures.The results show:(1) The results of effectiveness of community stewardship in Baoxing Fengtongzhai Nature Reserve are 2.4192of 2007 and 2.9161 of 2009.Becasuce of some factors involved,such as management conditions and input mechanism, the result of effectiveness of community stewarship in 2009 inproves significantly.(2) The survey shows that the pratice of community stewardship in Fengtongzhai nature reserve of Baoxing is still in its infancy,which has many problems objectively,such as lack of teacher resources(the number of schools and cultural centers is not enough), low public awareness of protection,single mode of alternative livelihood, too few job opportunities, lower income.All these main factors is to have influence on sustainable development of community stewardship.(3) The main countermeasures of community stewardship in Fengtongzhai nature reserve of Baoxing are to focus on intensifying ideological education, establishing alternative livelihood models which is consistent with the development of Fengtongzhai of Baoxing, developing ecological tourism, establishing corresponding protection systems and perfecting related lagal system,establishing ecological compensation system,establishing stewardship organizations, establishing incentives.
