Water-land resources are very important for human.They are basic factors for human's development.China is a country with a very serious problem on soil erosion.How to conserve land and water resources has gradually become the urgent requirement of survival and development.Water-land resources optimization allocation is one of the important methods in arid and semi-arid regions of land and water conservation.Relies on the projiect of making use of technology on run off slope in the southern Shaanxi, In the literatures, on the basis of the data from the concept of soil and water resources optimization allocation of water resources research, configuration and water engineering scheme optimization method, And apply them to LveYangXian big shizi watershed water resources optimization allocation. The main achievements made in the paper are as follows:(1)Considering existing water resources optimization allocation model, this paper discusses the characteristics of the linear programming method of soil and water resources allocation.(2) The linear programming needs two aspects:on the one hand, the soil resource data, author use GIS technology, and MapGIS6.7 ArcGIS9.2 as an experimental platform, analysis of sloping lands and its geographical topography measurement statistical classification;On the other hand, is calculated according to rainfall data of precipitation experience, optimum line frequency calculation method of atmospheric precipitation, and the frequency of theoretical calculation of precipitation forecast an frequency water and irrigation water crops.(3)The linear programming method on soil and water resources optimization allocation, the first shall determine decision variables and constraints and value, and using the model coefficients of the simplex method, soil and water resources optimization allocation of results.(4)Using "The cellar volume accumulation method" the optimized allocation of water engineering calculation.(5) Finally, put Lveyang country Dashiyan watershed as examples。The results dopts linear programming theory of water resources to optimize the allocation of the method is feasible,it can be used as a quantitative analysis of runoff use for reference.
