Inner Mongolian Pastoral area is one of the four major pastoral areas in China. Grassland is the largest green vegetation and biological resources which cover the pastoral area and it also has great significance in ecological, economical and social values. Grassland plays a very important role in herders which lived in pastoral area and in development of grass industry and animal husbandry. It affords material base for the development of grass industry and animal husbandry. With the increasing development of construction of socialistic new pastoral area's constant depth, the primary problem of construction is reasonably planned and scientifically cultivated for pilot.In 2006, Daotenaoer town, Dongwuzhumuqin banner was confirmed to a national pilot area of construction of new pastoral area. Selected to be a study area, it establishes a grassland and rangeland business management system whose core is herders'basic data and division of grassland and rangeland data. System has these features: MapObjects2.4 which is GIS component as a development platform, Visual Basic 6.0 as development tool and SQL Server2005 as the database.The main results are as follows:(1) Based on extensible Visual Basic 6.0 language and other technologies, the system realizes informatization of business management, such as dividing, modifying, making requisition, occupying, circulating and decentralization change. Aiming to three rights change in every business, this system can make adjustment and award certification to these business. (Three rights include ownership,use right and management right of grassland and rangeland. )(2) The study breaks through the traditional management of grassland and rangeland, and the spatial database and attribute database are organically combined. This system realizes not only two-way data query but also comprehensive analysis of data. Besides this, the system achieves unified management of spatial database and attribute database. More scientific and reasonable means are provided in decision-making programs.(3) Division and adjustment of grassland and rangeland are also breakthrough in system. Using four layers, which influence grassland's division, improve the scientific and accurate for division. Four layers contain administrative boundaries, the key ground feature layer, construction of herders'layer, water layer. Also, adjusting area of grassland is so convenient in system. In order to minimize the division error, the system automatically generates false points along the grassland's boundary. To some extent these studies solve the inaccurate division which is divided by traditional methods and the disputes of grassland division.(4) Grassland and rangeland business management system realizes the business management of grassland and rangeland. In addition, the system also has archive management, system security, system parameter, system tool, data output, and many other basic operating functions.
