| Water saving reform and water project rehabilitation has been put into practice in medium sized irrigation area in our country since 1997 in order to improve agricultural production conditions, to improve the integrated agricultural productivity, also to guarantee nation grain safety. There are 216 medium sized irrigation areas had finished the project by the end of 2008. But there are a large number of medium sized irrigation areas in our country. For instance, there are more than 1500 medium sized irrigation areas which is between three thousand three hundred and thirty-three hectares and twenty thousand hectares. In addition, only a little number of the medium sized irrigation areas can be reconstructed each year for the limited of the investment funds. It is an urgent problem to be solved how to choose the most urgent irrigation area, to make full use of agricultural comprehensive development investment funds. So it is necessary that evaluating the degree of urgency of the medium sized irrigation areas, in order to successfully complete the construction and management of water saving reform and water project rehabilitation, to promote the development of medium sized irrigation areas.In this paper, international and domestic papers were cited, methods of qualitative analysis and quantitative calculation were combined to analysis data. Finally, the result was verified by samples of medium sized irrigation area. The main achievements are as following:(1)The evaluation index system of urgency of water saving reform which suitable for medium sized irrigation area is set up through the method of qualitative analysis mainly, combining with the practice of water saving reform in medium sized irrigation area. It involves the following aspects:socioeconomic status, water and soil resources, efficiency and benefit, project condition and management condition. The feature of the index system is paying more attention to the water saving reform of key projects in irrigation areas and ecological environment and utilization potential of water and soil resources. And then the evaluation index system was used actually, the result indicates the evaluation index system has certain practicability.(2)The indicator weights are determined respectively by the Analytic Hierarchy Process (AHP) and entropy method. Two sets of weights are fused by the game theory based on studying the advantages and disadvantages of two methods to obtain a set of comprehensive weights.(3) Five grades of the pressing degree of water saving reform in medium sized irrigation area and the score interval of each grade has been made in this paper. Fuzzy comprehensive assessment method and extension assessment method were used to assess the pressing degree of 28 samples. The results of two methods are consistent in the main. Finally, the key effect factors of urgency of water saving reform in samples of medium sized irrigation area were analyzed for providing basic data of construction and management of water saving reform and water project rehabilitation in medium sized irrigation area. |
