Study On Monitoring And Evaluation Indicator System Based On The Pastoral Living Environment

In this paper, take the living environment of the pastoral areas in the central and western Inner Mongolia grasslands as the study area, by through the sample survey, interview and investigation on farmers and herders, combined with the ideas and methods used by domestic and foreign scholars on the evaluation of grassland degradation research, use of multivariate statistical methods on vegetation, soil, social different types of economic evaluation of 12 indicators for analysis, combined with the practical operation of farmers and herders level, a comprehensive selection of above ground biomass (fresh weight), vegetation cover, the percentage of credits to pasture, the number of plant species per square meter and per square kilometer total number of livestock pasture, such as carrying five high-information content, fewer redundancy indicators and use them to establishment the monitoring and evaluation index system based on the pastoral living environment and evaluation model,which are to be divided into four levels of degradation,be compared with the relative benchmarks,be operation by farmers and herders,be used to typical steppe pastoral and desert steppe pastoral, so that farmers and herders on the living environment are also involved in the monitoring and evaluation, encourage them to actively adjust production activities, the protection of the quality of living environment in order to bring about good ecological protection benefits for society, the economy to ensure sustainable development.The logical thought of the similar results can be compard is used to choose the same desert grassland areas of Inner Mongolia Hangjinqi as the verify region in order to verified the proposed indicators for monitoring and evaluation system, the results from the farmers and herdsmen operation of the proposed indicators for monitoring and evaluation system, with the national census evaluation index system and used in a more authoritative academic evaluation system to verify the results of the same regional evaluation,validation results show that: the results of overall evaluation indicator system for the 86.67% similarity, and all samples do not bias the evaluation of the results of more than one level. Prove that the proposed valuation index system and modele are in line with the high precision and high degree of reliability and efficiency requirements, with have value of the application.At the same time, validation, through visits to 51 farmers and herders in the verify regional, analyze the evaluation results from them operations, can get the following conclusion: the acceptance of farmers and herders for the indicators system was 96%, the operational of farmers and herders for the indicators system was 92%, and in the evaluation of the state of living environment, the correctly evaluate rate of farmers and herders in operate the evaluation indicator system was 68.89%. Demonstrate that the proposed the monitoring and evaluation indicator system based on the pastoral living environment is not only hane a high acceptance rate and the operational rate, by also have a high correctly evaluate rate with the farmers and herders, so the monitoring and evaluation indicator system based on the pastoral living environment have the value to expand and practice.
