GIS takes the fancy of the governments at different levels and administrations for its powerful processing function in space data and visual map. At present, GIS is being widely applied in land use, territorial control, city planning, traffic command, water conservancy and hydroelectric power, mapping and environmental protection. Water resources are one of the most valuable in natural resources of agriculture. The shortage of water resources in arid and semiarid areas is becoming the dominant factor restricting agricultural development with the lack of water resources in recent years. Economic water consumption in irrigation district has been the indispensably strategic choice in water-deficient areas. And the utilization of information technology in management of water resources has been the only way of each irrigation district.Baoji Gorge Irrigation District located in west Guanzhong of Shaanxi Province is by far the largest irrigation district in Shaanxi Province and also one of the ten major irrigation districts in China. So the research on economic water consumption mode of Baoji Gorge Irrigation District not only has enormously practical value but also has reference significance to effective water consumption of water-deficient areas of Guanzhong and the whole northwest water shortages regions.The purpose of agricultural water saving is to abstain the utmost possible output and output value by using limited water quantities scientifically. The essence of rational water resources allocation is to carry out a multidimensional overall regulation on water circulation of basin and natural and social factors affecting the water circle according to the law of nature and economic law.On the basis of fact-finding works, collection and classification, holding a mass of first-hand data Baoji Gorge Irrigation District is made a calculation and forecast about the water of supply and demand of different rainfall in typical year and also made a building and analysis on economic water consumption optimization mode under the different irrigation guarantee system and irrigation guarantee rate by using a mass of mathematical models and methods, such as multiple target optimization, gray system, operational research and theory of systems. And all these preparative works provide an effective basis for making agricultural development strategy and water-saving planning. A series of drawing program which are digital map, the establishment of topological relationship of space data, data input of water resources attribute, the connect of database, the representation of achievement graph and achievement graph output are founded by using GIS richly editorial function of graph, convenient database management system and powerful analysis and processing function of space data and adopting space superposition analysis and related analysis methods according to practical condition of water resources. And the different kinds of thematic maps of Baoji Gorge Irrigation District are finally finished which provide base and guarantee for informationization of economic water consumption mode of Baoji Gorge Irrigation District. After studying on the management mode of water right and water market, discussing about the economic water management mode of Baoji Gorge Irrigation District, some basis are expected to provide for macro decisions of irrigation management.After analyzing the mode of water consumption of Baoji Gorge Irrigation District, referencing some experiences and modes of water-saving irrigation and water consumption management the paper makes a research on economic water consumption mode of Baoji Gorge Irrigation District by using advanced GIS technique and plentiful mathematical model methods and comes to some conclusions which are as follows:(1) There is a tendency of gradual growth in water consumption especially for water in life and in industry after making a month by month quantifiable research on water quality of supply and demand of Baoji Gorge Irrigation District in the 15 years from 1981 to 2005.However, there is a decrease in water consumption in agriculture because of continuous reduction of irrigation areas. But the supply and demand contradiction of water resources of Baoji Gorge Irrigation District is still serious because of annually unbalanced precipitation and unbalanced precipitation and water need in the same year.(2) Setting "do according to water" as the guiding ideology this paper puts forth economic water consumption optimization model on the basis of total water consumption restrictions which transforms extensive water consumption into intensive water consumption and consider adequately the infection and importance of water resources to natural ecology.(3) Economic water consumption optimization model of Baoji Gorge Irrigation District is established by using some mathematical methods and theories in operational research and planning such as multiobject optimization, factorial weighted approach and so on. Meanwhile, the theoretically optimum allocation of water resources of Baoji Gorge Irrigation District obtained by counting provides a practical basis for rational water consumption.(4) Making a quantized predication analysis on the water of supply and demand of Baoji Gorge Irrigation District in future by using gray models in theory of systems.(5) Making special map-making and analysis on the water of supply and demand, the degree of water shortage and the allocation of water resources of Baoji Gorge Irrigation District by using powerful GIS figure-drawing and analysis function.The study on this subject is an attempt and application of GIS in water resources utilization and management in irrigation district. These achievements have lessons and promotional significance for the utilization of information technology in water resources of large and medium-sized water-deficient areas.
