The traditional Geographic Information System (GIS) only regards the features'spatial characters, and ignores their temporal characters. In recent years, along with the continuous deepening of the study and application of GIS, GIS introduced to the concept of time. Temporal GIS (TGIS) has become the hotspot of GIS theoretical and applied study. But the study of spatial database and temporal database progressed separately at all times. The spatial database studied the spatial data's expression, storage, manage and query; the temporal database studied that how to express and deal with the data that changed with the time in the database. Now, investigators are conscious of that the database should integrate the spatial and temporal information of the objects to capture the objects'spatial and temporal character, namely the Spatial-Temporal Database (STDB) . Its aim is to store and manage the spatial data that changes with the time.At the same time, current water and soil conservation systems'database mostly are spatial database. The apply of STDB in the water and soil conservation would store historical and current soil erosion status, small valley water and soil erosion status, etc; it would dynamically measure the benefits of soil and water conservation project on the environment, economic and other fields, and provide a basis for the soil and water conservation plans.By analyzing the limitations of several typical spatial-temporal data models, the paper proposes the STDM based on ArcSDE version mechanism. Then some techniques about ArcSDE are introduced. The method of STDB implementation with ArcSDE version mechanism is expatiated detailedly. The history dataset and present dataset must be created, then the changed data is stored in the history dataset. It describes the realizing processes of history data rebuilding and version mergence. Finally, the apply of STDB implementation with ArcSDE version mechanism in the water and soil conservation is described.
