To set up a nature reserve is the most important and effective measure to protect natural resources and ecological environment, and it is also an important shield by which the ecology is kept safe, the culture of ecology is developed, the society and economy could develop continuously and people and the nature could coexist harmoniously. The national nature reserve of rare bird in Yancheng is the biggest coastal nature reserve of tidal flat and wet land in China. The unique geographic position, alluvial coast zone and colorful ecosystem of tidal flat and wet land make it be an internationally important wet land especially the habitat of birds. Recently, as the constantly development of science and technology, it is exigent to study how to strengthen the effective management of nature reserve by advanced technology and measures of management.This paper adopts an object-oriented method, fixing on that the framework of Windows XP+ IIS5.0+.NET+GIS+RS is the flat of system development, using Access as the background database, with the help of SQL as the language to query the database and choose the development tool of ASP.NET+VB.NET+ Dreamweaver MX to set up the MIS of Yancheng National Nature Reserve, which is on the basis of the comprehensive analysis of field survey and certain documents and the applicable analysis of the MIS of Yancheng National Nature Reserve associated with the current situation of the nature reserve.This system establishes an attributive and dimensional database about the information of the situation of wildlife resources and their habitat distributing situation in the reserve, and by the use of Internet and GIS technology,RS technology, a well mutual UI of MIS is set up for issuance, interview, query, management and analysis. The system mainly carries out as follows:It is used to issue related news and information of the reserve and it offers a flat for the comprehension about the reserve of the user.It establishes an attributive database of wildlife and wetland resources on the basis of the comprehensive analysis of certain documents and field survey and by the way of collection and arrangement of the forms, characteristics, pictures and distribution of species of wildlife resources in the reserve; it sets up an dimensional database on the basis of collection and disposal of relief map and TM shadowgraph by the use of ERDAS, ArcGIS and Photoshop software to get the distribution map, regionalization map of function, land-use map and habitat distribution map of red -crowned crane, etc; it also offers the mutual query and searches of wildlife and wetland resources and their habitat information.The system implements a detached interview mechanism for users and it offers forum spaces so that the user can put forward proposal and suggestions easily. In order to researching habitat, it introduces a strategy of ecological environment on the basis of analysis of suitability of red -crowned crane by field survey and the comprehensive application of ERDAS and ArcGIS software with the mathematical model; it also studies to associate mathematical model with net, by the program of inlaid script to calculate mathematical model automatically, with a net form to display the distribution of habitat of wildlife and offer basis for the habitat management of all the wild animals including the red-crowned crane in order to take directed and effective measures and solutions; on the part of effective management of reserve, the system assess the current management situations of reserve by the way of marking test to offer decision support for managers; on the part of statistical investigation, it estimates the density and quantity of species by choosing different investigation ways with a series of math formulas.
