In this research, relevant geographic information pattern layers with a scale of over 1:10000 is adopted and SPOT satellite data are selected as the source of telemetric data as per the requirements in the national industrial standards of water and soil conservation. By the projective transformation of SPOT images, registration of the ground coordinates and combination of the colors, we acquired 3m*3m accuracy for image of related land surface, which could be used in fabricating the color telemetric information pattern layers with an accuracy of 1:10000. Soil erosion telemetric monitoring techniques are utilized to quickly extract the drawing spots of plants and plots, to rapidly transform grids into vectors, to jointly enquire figures and property data, and to virtualize the GIS based on existing geographic data system techniques, hence realizing satisfactory telemetric soil erosion monitoring of small watersheds and in large-scale: accurate area control, 99.98% conformity between calculated and actual watershed area; clear classification of soil erosion; agreement between telemetric monitoring results and the reality. According to the on-site inspection of 39.93sqkm small watershed of Sidu Stream, there is 93.2% conformity between calculated and actual soil erosions as well as 85.5%, 79.3% and 85.5% conformity between calculated and actual conditions of light, medium and heavy loss of water and soils respectively. The monitoring results of soil losses also comply with the actual conditions. Meanwhile, this research studies and makes the uniform format, storage and code of standardized data and source data and follows the newly issued ministry-level standards for small-watershed soil erosion telemetric monitoring for the first time in Fujian, which lays a solid foundation and also set a god example for their large-scale application in Fujian Province.
