The basic conclusions are asfollows:1. Government: Not enough attention in some areas, unsuitable policies and measures, notenough support, financing shortage, not enough special transferred funds for the building of the arableland quality, soil testing, fertilizer recommendation and so on, and the lack of effective mechanismsand measures for the work.2.
