With the development of social economy, the water requirement of human-being is increasing rapidly, while the total amount of water resources available for us is limited, this fact directly incurs the problem of water scarcity. With the intensification of the contradiction between water requirement and water supply, water resources have become one of the main factors impeding economic development of our society. Undoubtedly, as an agricultural country, it is of great significant to guarantee water supply for agricultural production. The water consumption of agricultural production amounts to 72% of the total water consumption in our country, and among them about 90% is utilized for irrigation. At present, the phenomenon of waste of water in agricultural production is very serious; generally speaking, the irrigation water utilization ratio is 40% or so. This is inconsistent with our country's endeavor to build a resources-saving society. Therefore, in order to realize high efficiency in irrigation, it has become the only way of sustainable agricultural development to apply water resources allocation optimization technology in agricultural production.The present area of Dujiangyan irrigation area amounts to 23,200 km2, and the planed area is 28,600 km2. it is located in Chengdu plain, middle of Sichuan province, the precipitation in the irrigation area is in abundance, ranging from 880mm to 1250mm. however, with the enlargement of irrigation area and the increase of water requirement for domestic and industrial usage, now the irrigation...
