For China, the water and soil resources don't match, which determines that the development of agriculture relies on the water resources on a large scale. Irrigated District is the main basement for the development of modern agriculture, and palys an important role in promoting to guarantee national security and to develop the coordination of regional economy and eco-environment. With the quickening pace of development of rural economy and construction of small-sized town, the function of Irrigated District is expanding. From the viewpoint of development, modern Irrigated District is a system mainly for agricultural irrigation with the function of water supply, water use, water consumption and water drainage in live and other industries. Therefore, the water users of modern Irrigated District have appeared the diversification tendency. The water consumption process is a kind of hydrological phenomenon of nature, and meanwhile, it is also the water circulation intervention from human being. And meanwhile, the change of water consumption of Irrigated District will take effect on the transformation rules of regional water resources and evolution law of eco-environment directly. Therefore, study of the impact of water consumption's variation on the factors of water balance has important theoretic meaning and practical significance in the rational exploitation and development of regional water resources.Baojixia Irrigated District is the largest one of Shaanxi province, and the characteristics of topography and geomorphology, water sources condition, crop planted structure, irrigation institution, water-saving irrigation level of Baojixia Irrigated District is representative in large-size Irrigated District, besides, the related data about hydrology, meteorology, irrigation and water use has been accumulated to a certain scale. Henceforth, Baijixia Irrigated District was chosen as the research background district. And it is expected to supply the evidence for the sustainable development of regional water resources according to analyzing the effect of water consumption's variation on the factors of water balance.Making use of the 13 years'data from 1990 to 2003, the annual water demand of Irrigated District was calculated, and the balance between water supply and water demand in the 13 years was analyzed.
