In order to meet the need of development of Yangzhou,the local government bring forward the Yanhe exploitation programming in 2004.Based on the development,the GDP in the area will retain 14% to incease.As the main body of Yanhe area, Yangzhou Lixiahe area is a very important agriculture area, and the condition of agriculture is very nice.With the trend of exploitation of economical and technical in the area,it is important to ensure the environmental quality of agriculture to meet the development of the agricultural industrialization.The author chose the main rivers for agriculture in Lixiahe Area of Yangzhou as research object, and through calculating the environmental capacity to reach the purpose of improving water quality and controlling water pollution. Water environmental capacity was a magnificent basic theoretical problem in environmental science. Meanwhile, it was also a very important problem of the application. In practice, water environmental capacity provided basis for the objective management of water environment and it was the environment binding condition of environmental planning and the key technology support to control the total quantity of the pollutant.At the beginning of the paper, the author evaluated the water quality of the rivers, and found that the quality of rivers was good, but NH3-N in several rivers was out of standard of the water environment quality. Then the author chose proper water environmental capacity model to calculate the environmental capacity of COD. The author fixed the target numerical value according to water environmental partitioning functional districts, and determined the value of every releted parameter of model. From the result of rivers environment capacity, it can be concluded that it still had much environment capacity for the rivers in Lixiahe Area of Yangzhou. The total quantity index of COD of Baoying and Gaoyou was separated 6175t/a,5850 t/a. Finally, at the base of prediction for the total quantity of polluted water in objective year, the author provided some ways to control agriculture water quality, such as water pollutants total quantity control for rivers and areas; adjustment of industry structure; improving the rate of polluted water ; and controlling the pollution of agriculture, and so on.It is the study that had such a prehensive systemic research for Lixiahe Area.
