As one of the most important food production areas, the Heilong-gang area of HeBei province has a severe scarcity in water resources. The quantity of water per capita and land are respectivly 1/7 and 1/9 to that average of Chin. The conflict is severe and furious among water resources, population and land. So it is important for us to study how to make high-efficient water and increase crop yield using with limited water resources to meet the society need.The deficient irrigation experiment was conducted in Shenzhou, aiming at establishing the relationship between crop yield and water consumption. The water deficient treatment was designed with controlled water application method. With field data the leaf area index, the weight of a thousand grains, the effectivenss of water deficient on those factors was analyzed. The wheat water requirement in each stage was calculated by water balance equation principle. Wheat Crop coefficient was established by Penman- Monteith formula. The wheat water product function of Heilong-gang area was simulated by Jensen model, Minhas model, Blank model, Stewart model. The result showed that Jensen model was optimal in Heilonggang area.Among agriculture measures of high efficient water utilization, straw mulching technique has been used widely in Hebei plain, but the research on mulching quantity was few and on the primary stage. This paper analyzed the effectiveness of mulching quantity to the factors such as water consumption, soil water condition, soil temperature, seed yield and water using efficiency of summer corn on the basis of field data in wheat straw mulching summer corn experiment. The optimal straw mulching quantity was obtained in Heilong-gang area.Agriculture high-efficient water use is a complex system because it is involved in many subjects such as water conservancy, agronomy, physiology, biology, administration et al. All single measure should be combined together to aim at the goal of water saving, high yield and high efficient. This paper divided the agriculture system of high-efficient water utilization to 3 sub-systems: project technique sub-system, agriculture and biology technique sub-system, adminstration technique sub-system. Measures were analysed and listed suitable to Heilonggang area respectivly.
