That means we can get multidimensional data with different structures, knowledge from different sources, different analysis methods and different models and tools. It is possible to use them in a unified way by GPS,RS and GIS to make timely scientific and accurate decision available. Based on 3S technique, integrating the multi-functions as transport, decision-making, monitor control and meeting discuss, let the management become more convenient and easy operation.and Use microwave system with a bandwidth of 5.8G to obtain a high speed, large capacity and stable communication in Hetao Irrigation District. There is a special high priority channel for the sensitive IP pack of QOS in the system. At the same time it permits the same delay. These advantages make the transport which needs QOS service such as image and voice perfect. All the base station in the system can be synchronized by GPS, and the synchronization can be used in eliminate either inner interception from modules in the system or exterior interception from other system in the same district.Water information collecting system is made up of three level deploy frame(GeneralBureau, Management Bureau and Management Station ) and one locale monitor system. Improving the science and technology content to keep the comprehensive treatment on soil and water conservation, to offer reasons for the environment planning, to protect the soil erosion effectively, and to keep the environment.
