Forestry pest monitoring and forecasting is an important part of the study of forestry pests and diseases, which plays an important role in forest pest control. However, the traditional pest control technology is not able to meet the needs of future development of forestry industry. With the help of GIS spatial analysis combined with the model of pest and disease monitoring and prediction to analyze images of remote sensing, we can visualiz the distribution of pests and diseases. With the development of Internet technology, the technology of Web helps to expand the functions of GIS and the promising WebGIS technology also emerged.WebGIS, leveraging the flatform of internet, has changed the operating mode of the traditional GIS, which is no longer just a tool for a few professionals but one for mass population which is easier to penetrate and promote. WebGIS has many advantages over the traditional GIS and is an important development trend of GIS.In this article, based on the technology of ASP.NET and ArcGIS Server, combined with GIS, RS Theory and the key technology of WebGIS and the use of AJAX to enhance user interaction, we designed and developed ArcGIS Server based Remote Sensing Monitoring and Forecasting System for Forestry Pests and Diseases. We use object-oriented technology to develop the system, which makes the system program more readable and easy to maintain.In the system, we take Pristiphora laricis (Hartig) for example, make deep analysis on its monitoring and forecasting model and combine these models with the system. We design the system hierarchical and structure using B/S architecture. OraclelOg is used for data storage of spatial database, and the spatial data engine (ArcSDE) with ArcCatalog desktop software is used for store and manage spatial data.We start the research from the real need of forestry pest monitoring and prediction, and design the system based on the characteristic of Pristiphora laricis (Hartig). The systrm is able to realize the display, inquery, analysis and management of spatial data under B/S environment and realizes the real-time announcement of the results of pests forecasts, which enable the forestry researchers to understand the trends and status of Pristiphora laricis(Hartig) in time so that they can take timely preventional and management measures. The Paper provides a powerful tool for forestry pests forecasting, prevention and forest resources management and serves as a technical reference for local regulatory administrations to get real time information of forestry pests and deal with any pest plague.
