Forest resources play an important role in maintaining national economy development and keeping the balance of ecosystem, so we should know the current situation of forest, grasping its changing regulation .and enact scientific forest management decisions. The traditional methods of forest resources investigation are inapplicable, so we must adopt new technique.In recent years, traditional GIS is switching to Web with the rapid development of Internet technology, and publishing information on Web has become hot research thesis of international society. Carrying on the forest resources management with the WebGIS technique,and users sharing the forest resources data with network in order to study the function dynamic state of the forest resources and hot problems of other aspects to provide the technique to prop up,can also provide helps for the decision maker.It is a important method nowadays in developing GIS applications that combining Java technique and WebGIS technique. Using WebGIS technique based on Java2 Platform Enterprise Edition technique,we did a deep study of the method of realizing the function of forest resource data updating in the "Digital Forest" system, and have founded the Forest Resource Management System based on the multi-layer enterprise systematic structure .This system was composed of four tiers,which includes client tier.view logic tier,operation logic tier and data server tier.Druing designing the system.this paper deeply argued the core technique Of view logic tier operation logic tier and data server tier.Furthermore encapsulated the key WebGIS functions by ArcGIS Server 9.0 that the system implemented the function of data updating.The innovations of this paper are below:1. Java was used in developing this application . This system was based on J2EE technique which realized the every tier's functions well and made the system more maintainable and extensible .2. During the developing application peorid,the model system takes on MVC pattern that divided the functions into modules distinctly.That made the application development more efficient and made it easy to update the system's functions.3. After a great deal of comparison and investigation in detail ArcGIS Server 9.0 was chosen to realized the GIS functions of this system. Supported by the GIS server classes and interfaces in ArcGIS Server 9.0.we were successful in establishing the GIS server application on the mode of thin client.
