Objective: Since nanjing started the basic medical insurance system reform in 1999, the urban employee basic medical insurance system become more and more pefect, making the masses of workers benefit from the policy, largely relief the burden and resovle problems of difficulties and high expence in medical care. But with the development of society and the increase of people’s demand, many aspects of this system also need to continue improvement. Based on the reasonable satisfaction-evaluation index system for the basic medical insurance, the study further explore the operation situation of the basic medical insurance policy and the deficiencies through the investigation of insured patients’ satisfaction on basic medical insurance evaluation. The purport of investigation, on the one hand, is to promote public’s awareness on their own health situation, their health behaviors and medical insurance poicy, on the other hand also analyse influence factors of the patients’ satisfaction on employee basic medical insurance system, finding out problems in the implementation of the basic medical insurance policy for further improving the system, then provide feasible and reasonable policy recommendations.Method : Through literature study, Delphi method, the core panel discussion method, factor analysis method,etc. to built patients’ satisfaction-evaluation index system of urban employee basic medical insurance system. Through preceding investigation and field survey to collect the satisfaction evaluation results data. By choosing 8 hospitals,359 outpatient and hospitalized patients on xuanwu,qianhuai,gulou,jianye and yuhuatai districts to do survey, then analysis the satisfaction evaluation results on fund-raising system, reimbursement system, health policy management and designated hospitals and overall satisfaction evaluation. Through descriptive statistics, analysis of variance, t test, correlation and regression analysis method, to explore the main influence factors of patients’ satisfaction, and puts forward corresponding suggestions for the policy improvement.Results :(1)Satisfaction of nanjing urban employee basic medical insurance system belong to jugdement of "basically satisfied", average 75.804 score.(2) Insured patients’ showed lowest satisfaction to the management of medical insurance,within which policy advocacy work get the lowest score,and satisfaction of designated hospital is highest.(3) factors such as gender, work, family, education, income level and health status impact the overall satisfaction less than expectation, other factors such as age, illness and additional insurance make greater effect.(4) Patients’ recognition to the employee health policy content is general, and this recognition have great influence on the overall satisfaction.(5) Medical insurance reimbursement policies and policy management have significant influence on overall satisfaction.Conclusions : In order to improve the urban employees basic medical insurance system and the satisfaction,we recommend that: 1.To improve risk-prevention capabilities of the fund by improving the overall level of medical insurance.2.Both increasement of financial investment from goverment and improvement of financing could improve the level of the treatment.3.Improve the drug catalogue and pay limits to clinic projects to meet the increasing demand of insured people, further reduce the burden of patients with high medical expenses.4.To strengthen the ability of community hospital service and further optimize the referral system to offer convenience to patients.Encourage the development of commercial insurance.5.Inhance the propaganda of medical insurance policy and deepen information construction.
