Health security’s level of development is an important indicator to measure the extent of a country or region’s social equity and justice, economic development. The eighteenth report officially proposed to fully covering urban and rural residents with health security system. However, medical problems of migrants living in urban and rural edge are often ignored by us.Mobile population is the product of a particular division of urban and rural household registration management system under China’s dual economic system, since "Social Insurance Law" has been introduced in2010, universal health security system has been initially built. But among mobile population-related health security system remains a weak link:portion of informal employment has not yet been incorporated into the basic medical insurance of local government, some highly mobile population can hardly be covered by the existing health security system, as well as part of mobile population enjoyed relatively low health security.Based on previous studies, the analysis mainly related to the Medicare system itself about mobile population, through the study of texts and other researches to find problems and imperfections. Selecting changes after "Social Insurance Law" related to the Medicare system of mobile population as starting point for research, using comparative and empirical research methods, selecting Shanghai as perspective. Comparing the other three representative cities:Beijing, Shenzhen and Chongqing to find similarities and differences among these cities, summarizing progress made and inadequate still exist in health system after "Social Insurance Law" is introduced.In this paper there are three parts:The first part contains two chapters, which introduces the background and related theoretical basis of this study; second part is divided into the third and the fourth chapters, do empirical analysis relating to the Medicare system of mobile population in Shanghai and comparative research with other three representative cities; the third part is the summary of this paper, mainly focus on problems and suggestions related to the above analysis.
