| Based on reviewing national and international materials, serving as a part of the Science and Technology Developing in ShanXi province subject "the most efficient developing model of Small Hydro Power for Foul(SHPF)", this paper involves 4 parts: measurement of ecological and environmental benefits forecasting of power demand, the benefits of small hydro power station on national and local economy increasing, the methods studied has been proved in Magedang experimental area in this paper. The main results are as follows:1 > With selective and general investigation, the energy structure in Magedang experimental area has been surveyed, it shows: before this project the most energy consumed here is firewood, which come from nature reserve collective, collective foresting farm and state-owned foresting farm. With the forest reduction here, it needs harder and harder work to collect enough firewood; after this project, electricity has replace firewood as the main energy consumed here, thanks to the low power price suitable for their economic endurance; The run-off-river power station used most by this project cannot supply enough power in dry season, therefore it needs to prepare some other energy according to different conditions.2, in the experimental area, the power demand of peasants is increasing with GDP2, in the experimental area, the power demand of peasants is increasing with GDP here linearly; power demand without SHPF project in the following years is forecasted by Grey System. It shows the peasants here can give up firewood spontaneously even without this project, but it needs a very long time, this project helps to protect environment and ecology here mainly in this period; After this project, not only is the cooking power demand increased, but also normal power demand is increased.3, after analyzing the expenditure and the consumption of labor, building materials, the charge of the machine team which are heeded for the Small Hydro Power for Foul project, the benefit of this project on economic increase is measured. The study shows 1 unit investment on this project can add 1 unit to GDP; In consuming period, this benefit is measured using the average investment multiplier in ShanXi province; the construction of the power station can also promote the economy here, which is measured by local investment multiplier.4, the environment and ecology benefits of the SHPF project comes from two ways: Utilizing clean energy and protecting forest; because the complex of the environment and ecology benefits, the model select seven main benefits: Sequestrating carbon...etc; carbon-storage method is used to calculate the amount of CO2 this project reduced. Compared with most traditional growth method, this method avoids repeatable calculation by considering forest breathing. Market value, shade engineering and other method is used to measure the benefits of the SHPF project. The results show the order of environment and ecology benefits is sequestrating carbon , improving the microclimate, water storage, reduction of soil erosion and sequestrating surfer.From all above, this study forms a base for sustainable development, power price and efficient developing model of the SHPF project. |
