With rare local water resources available, Ningxia depends mainly on the yellow river passed through as water resource, the total volume allocated to the region by the state however is very limited, therefore, water deficiency has been a bottleneck of national economy and social development in Ningxia.With backward irrigation method, rough diversion operation used in agricultural irrigation brought about serious water wasting, moreover, most of irrigation works are outdated and without repair caused serious leakage, as a result, the water utility rate of irrigation is just 0.38 in Weining irrigation area of Ningxia, So it is imperative to reform water-saving engineering. The irrigation area in which water-saving reform applied was called shapotou irrigation area.This research stress on both of water-saving irrigation technique and engineering reform plan in the irrigation, investigates current situation and main existing problem including geography, geology, social economic condition and so on.... The necessity and feasibility of water-saving engineering reform are proved through balance analysis of water supply and demand relation in the area, then the construction scale and water-saving technique of reform is presented. By optimisation of plan, the writer recommends a engineering arrangement plan of water-saving reform, a old channel system reform plan, in addition irrigation area fitting and water-saving in field plan. At the basis of investigation on current situation of soil and water conservation and loss, the writer estimates the latest added amount of soil and water loss and put forward general engineering layout plant to prevent soil and water loss. By accomplishing environment effect evaluation and economy assessment analysis, the writer shows the economic reasonableness of applying water-savingreform engineering to the irrigation area.
