Analysis And Development Of The Information Management System Against Drought In Shandong Province

In order to change entirely the behindhand situation in Shandong's data assembly, transmission and analysis against drought, and also to decrease the economical loss in drought to possible minimum, we have developed this Information Management System according to the requirement of the national and provincial hydraulics layout in flood and drought prevention. With the application of this system, the level of dealing with information about the provincial drought can be improved highly and the fight against drought can be organized in a much more scientific way.Based on the application of modern communication equipments, computers, networks and advanced technology in Geographic Information System (GIS), this Information Management System has been developed to deal with the information about rain, river, lake and crops correctly and on time. It can be used to monitor the process of the drought's appearance, development and transformation, to analyze the scope and the level of drought, and to predict further possible development of the drought. It can provide correct and timely information about drought to any related departments, and also provide reliable evidence for the leader to make a correct decision against drought, and a media for the interaction on drought information between different departments.By developing this Information Management System against drought in Shandong province, a special database has been built based on the Windows NT and SQL Server. The related software and hardware had been equipped in the System. A specific GIS in Shandong province has been developed Based on GIS.During its more than three years' application and improvement, its large effect has been clearly shown in assistance of the effort against drought, especially in the fight against the serious drought in the last several years. It has decreased the loss in the drought to possible minimum and ensured the continuous economical development and the stability of the urban and rural society within Shandong province.
