With the rapid growth of Internet? there has been a large amount of research based on Internet/Intranet in almost all application fields such as urban planning, land management, spatial information analyse, environment protection, natural resources exploration and so on. Much recent attention has focused on developing GIS functionality in the Internet, Worldwide Web(WWW), and private intranets which is termed WebGIS.WebGIS holds the potential to make distributed geographic information available to a very large worldwide audience. Internet users will be able to access GIS applications from their browsers without purchasing proprietary GIS software. WebGIS will make it possible to add GIS functionality to a wide range of network-based applications in business, government, and education. Many of these applications will be run on intranets within businesses and government agencies as a means of distributing and using geospatial data.For web publication of land-use planning information, WebGIS shows much wider range of applications because of the close relationship between land and spatial geographic information. Since WebGIS is established on the base of spatial database and Internet/Intranet, it could be easily used to establish access for users to get useful information via network. WebGIS may allow users to submit SQL-like queries to remote land spatial database server and to look at their results through the Web browser.This work focuses on the research of the applied techniques used in web publication of land-use planning information based on WebGIS. It explorers a WebGIS-based process for land-use planning information publications and discuss on the model design land-use planning information web publication by establishing anexample web site based on the materials of land-use planning of Ruian, a city in the south of Zhejiang province. It also discusses the implemental techniques used to tie the Web server directly to an existing GIS and to add GIS functionality to the Web, such as CGI(Common Gateway Interface), Java, Server API, ASP(Active Server Pages). Through comparation the work discusses which techniques and tools are more suitable for practical use.
