Jilin province is in the best area of manufacturing top-grade quality rice in our country, and it is also proved that rice quality in this province is superior to any domestic provinces. However, the three major diseases on rice, bacterial leaf blight and sheath blight of rice production caused serious threat, caused a great loss. In recent years, diseases and pests of rice in Jilin province are very serious, among which rice borer, rice vertical roll leaf moth, rice planthopper, white-backed planthopper and rice stripe leaf blight, rice blast, rice disease occurred in severe cases, the actual loss of 350 million kilograms to 400 million kilograms a year. And excessive use of chemical substances can make rice quality drops, excessive pesticide residues, thus reducing rice added value.According to the above situation, this study applies expert system technology, established knowledge data of diagnosis and treatment of plant diseases and insect pests of rice; digital maps of the spatial database was established in Jilin province based on GPS and GIS; Using the wireless network superiority, the A real-time database is established on water temperature, air temperature and humidity, light illuminance; Using the fuzzy clustering algorithm in the data mining algorithm, according to the above set of information, such as temperature, humidity, light illuminance to establish the early warning model of plant diseases and insect pests; using Internet of things technology, expert system technology and WebGIS technology, rice plant diseases and insect pests monitoring and early warning system was designed and developed. The system can collect real-time data and their location information, if there are warning, it will be marked on the map, and it will be sent to farmers on the phone in the form of text messages, let farmers to make preventive measures in time, in that case, farmers can reduce loss, increase their income.By the practice in Changchun city, Yushu city, Jiutai city, Dehui city, Meihekou city, and dongfeng county, a total of 1.7 million acres of demonstration zone for popularization and application, the rice output in per mu increased 48 kilograms, altogether, the output increased 82.3 million kilograms. Therefore, this system achieves the expected effect, effectively prevent the happening of the rice plant diseases and insect pests, it has brought considerable economic benefits and social benefits for applications in the areas for popularization.
