China is a country with a population of one point three billion, but there are some shortcomings in arable land, water resources shortage, disadvantages of frequent floods and droughts, resources per capita and so on. At the same time, the environmental damage of China is serious, and the environment security problem is one of the most serious problem in China.The eight five nine irrigation is located in the Sanjiang plain in Hei Longjiang Province and on the left bank of Ussuri River in the territory of Raohe, Fuyuan, adjacent to the Ussuri River nature reserve and the Sanjiang National Nature Reserve, the extremely rich resources reserves.In recent years, due to excessive exploitation of groundwater, surface water pollution, the decline of soil fertility, wild animal and plant resources, frequent natural disasters, the artificial destruction and other factors, the irrigation area environmental threats to security. Investigate its reason, in addition to natural disasters, man-made destruction outside. The management level and management measures are also subject to enhance and improve.According to the eight five nine irrigation area, understand its landform, water environment, soil condition, climate characteristics, by using the method of fuzzy comprehensive evaluation, to establish the fuzzy comprehensive evaluation model, to make a comprehensive evaluation on the environmental security. Mainly to do the following work, get the corresponding conclusion:(1) Through the analysis of the natural geographical conditions ofirrigation area, combined with the actual situation of irrigation district, points out the importance of environmental safety.(2) By using the method of fuzzy comprehensive evaluation of irrigation area of surface water, groundwater environment, soil environment, a comprehensive evaluation of ecological environment, atmospheric environment, respectively, draw the conclusion: one, water samples of surface water is mainly the surface water quality for Ⅱ class, its excess factor is the fivth bod and ammonia nitrogen; two water main Ⅱ for water quality of groundwater, the main excess factor is fluoride and chloride; Research area in soil, arsenic, lead, mercury, cadmium, chromium and other heavy metal ions single contaminate index is below one, show that the area not subjected to heavy metal pollution of soil, in or close to the background state, the existing total years of farming water, dry soil salt content is low, there is no possibility of a secondary salinization, all kinds of soil soil permeability difference, clay layer thickness of eight~eleven m, serious obstacles to the water, developing rice irrigation basic no leakage problem, paddy field irrigation water quality does not affect the groundwater quality; Ecological environment, the biological variety of study area, the status quo is good; Pollutants concentration in atmospheric environment were not more than its concentration limit, atmospheric environmental quality are level, clean air, good environment.(3) Research and analysis the existing problems in irrigation area, make clear the current status of irrigation area, take measures of protection and management better.(4) Application of fuzzy comprehensive evaluation method to establish environmental safety evaluation model in the study area, selected water run off ratio, drought index, the amount of water resources per capitaannual runoff, difference coefficient, the forest coverage rate, sediment transport modulus six factors as the evaluation factor, use safety, alert, not three level classification analysis of environmental safety evaluation in the study area, come to the conclusion:the environmentof the study area for safe conditions.
