The electric energy is the main energy of the national economy and people's lives, it plays a very important role to the development of the country. The measurement data involves the tripartite economic benefits of generating electricity, supplying power and using. It is also important bases that a lot of technical indicators are calculated. At present, with a large amount of application in non-linear loads, such as electric and electronic devices etc. The voltage, electric current wave form is often deviated from sine wave. So the harmonic receives the general concern of each side to the research of measuring influence of electric energy. Based on the simulation experiments'verification of harmonic'influence on electric energy metering. The article proposed the method of power measurement based on the equivalent power factor.The article first introduced the structure of induction and electron type electric energy meter, and explained their operation principle specially in detail. Combining the measurement principle of these two kinds of meter, and theoretical analysis of harmonic'influence on electric energy metering. If using the traditional power meter, the result of power measurement is that nonlinear loads reduce energy metering for given harmonics, and linear load increase energy metering due to the absorption of the harmonic.The article validate them through simulation experiments. Therefore , in order to reduce the impact of harmonics on power measurement, the most accurate way of measurement is: For linear load and nonlinear load,only fundamental power measured.However, the harm of harmonics to the power grid still existed, so still need economic instruments to limit harmonics. At the present stage ,countries still have not issued a standard on the harmonic penalty. This article will borrow the existing standard《Power Factor Adjustment Tariff Measures》as the basis for harmonic energy penalty. At the same time leads to the concept of equivalent power factor. By analyzing the relationship of equivalent power factor and harmonic content, it is concluded that higher harmonic content, the lower the equivalent power factor. So by measuring the equivalent power factor of harmonic source load , and under the《Power Factor Adjustment Tariff Measures》to adjust its tariff, it can effectively promote harmonic source control harmonic.The article will build experimental model in Matlab / Simulink, to discuss and verify the above issues.
